Considerations

Learner Licence holders must have a supervising driver under NZTA rules. Some insurers add policy conditions reflecting this.

Restricted Licence holders have time-of-day and passenger restrictions (no driving 10pm-5am, no passengers under 20 without an approved supervisor). Breaching licence conditions can affect claims.

Most insurers require the new driver to be a listed driver on the policy. Some policies cover any driver with the policy-holder's permission but apply an additional under-25 excess.

If a new driver will be using a parent's vehicle most of the time, list them on that policy rather than holding a separate policy on a lower-value vehicle. Confirm with the insurer.
