Learner and Restricted Licence Cover — NZ Motor Insurance
How learner and restricted-licence drivers are typically covered. NZTA rules + insurer policy conditions.

Considerations
Learner Licence holders must drive with a supervising driver under NZTA rules. Insurer policy conditions usually mirror this — driving without a supervisor while on a Learner Licence can affect claims.
Restricted Licence holders have time-of-day and passenger restrictions. Breaching these (e.g. driving 10pm-5am without an exemption) can affect claims even if the breach is unrelated to the cause of the accident.
Most insurers require new drivers to be a listed driver on the policy. Some policies cover any permitted driver but apply an additional under-25 excess on claims involving them.
Specialist insurers (Initio, Star Insure) handle non-standard driver profiles more accurately than mass-market consumer brands.
